In most counties, you can walk into the county clerks office and get it but they usually want a basic description of the vehicle to avoid confusion (and misread plates) like "a red pickup." Online you need to pay a fee that is good for a week, a month or so.

Well then no one can help you. You should have no access to that information. Only the authorities can gain that kind of access.

With all the identity theft going on I'm surprised you would even ask such a question. I mean do you really think someone would post a website that you could get name and address from a license plate number. You are just not using your brain.

If they have committed an offense then you can contact a police officer and tell them the information that you know. Then they can take care of the rest, but you are not concerned about something like that because you just want a website.
