The son of Jeb and his Mexican wife already speaks Spanish probably better than most native Mexicans. He is in Mexico, ( I am only guessing) to be groomed for business opportunities in both country as well as for a future run for the presidency

Let's see could it have anything at all to do with his Mother (Columba) a Native of Mexico. Perhaps his Mother still has family in Mexico. Perhaps his Mother was still a Mexican citizen when he was born and he has dual citizenship.

You answered youre own question, and quite frankly, you're wrong. They do need to understand latin culture and take a spanish class (reeally need to), but they dont understand it yet.
