Talk with the justice of the peace who will perform the ceremony. If you ask, generally he'll allow you time to exchange your own vows - he may have a certain script that he needs to follow, but it's easy to accomodate additional vows.

Meet with a couple different JPs to get a feel for what options they can offer you.

You should feel comfortable and confident in the person you ultimately choose.

Work with the Justice of the Peace you choose to come up with a ceremony and vows which suit your individual style.

They usually have standard vows and you just say I do. Depending on where you are you might be able to make your own as long as their short. I'm getting married in June and we are having my fiance's uncle marry us. He's getting deputized for the day so he can do it. Then if you want you can write your own.
