Looking for photo software...?

Ok, I am looking for the best free photo editing software. I am hopeing to find something that will let me change the image background & add props to my photos. Would also like to be able to combine 2 pictures into one. I have tried the Ulead free trials but they are so complicated to use & by the time I figured them out the 30 day trial was up. So please tell me what you think the best free ones are, what they do, how easy they are to use & were to download them from. Thanks in advance for any help!
