A Mormon tried to fight me once, he said my avatar was imodest, I am wearing a tank top, but you don't see anything sexual, only neck and shoulders. I think if you wear a tank top[ and you cover up your breasts it is fine, there are many women who have very large breasts and it is hard for them to cover up properly, I don't think it's fair that they have to worry about what they wear just because some perv guys might have sexual thoughts about her breasts. After breastfeeding and getting a million stretch marks, I can in no way see how any man can have sexual thoughts about breasts unless they were brainwashed by tv or pornographic images. In many cultures breasts are not sexual at all, things like lips are!
The world is so different in so many ways.
I have no breasts so I don't really have to worry!

Use common sense and ask yourself if the purpose is to remain cool under the hot sun or is it to attract the lustful eyes of men, believers and unbelievers alike, outside of a marriage? Let the Holy Spirit guide you, not who says you do or don't have a "right" to wear whatever you (your flesh) wants.

It is immoral if she is exposing parts of the body that lead men to think impure thoughts. Most tank tops are fine. I have seen some that leave nothing to the imagination, I would think those are not ok. I see no problem with shorts as long as they are a reasonable length (not Hooters shorts). Think of it this way, if you wouldn't want your 12 year old daughter wearing it, it's probably not the right thing to wear.
As far as a preacher saying that, who said he could judge?

Clothing choices vary according to culture, and pressure may be strong to keep up with the latest styles and trends. But why should we follow every fad or fashion that comes along? The Bible admonishes us to "quit being fashioned after this system of things." (Romans 12:2) Rather than make up rules, the apostle Paul wrote under inspiration: "I desire the women to adorn themselves in well-arranged dress, with modesty and soundness of mind, not with styles of hair braiding and gold or pearls or very expensive garb, but in the way that befits women professing to reverence God." (1 Timothy 2:9, 10) This basic standard applies to men and women alike.

I think it is wrong for that preacher to pass judgement on the girl in the picture, but this is what God asks of women. We don't need to cover our bodies completely, but it is important to dress as if we have good moral character and not project ourselves in a manner that would make someone think of us negatively as that preacher did the girl in the picture.
