I'm going to explain this with a lot of details. Now, whenever I open my Microsoft Word (2003), the blinking cursor is at the very top of the page. Picture this in your mind, the cursor blinking at the very top of the page on Microsoft Word. When I used to open Microsoft Word (2003), the blinking cursor would be a bit lower than the top. Who ever is reading this, refer to your Microsoft Word. When you open it, is there cursor a bit lower than the top? Please, please, please answer my question. No one so far has given me the right answer.

I've seen this and the only solution I've come up with is to hover the cursor over the very edge of the top of the page and drag...the edge of the page, I know this sound weird but it worked for me - this expands out the page to full view size. Any time I've done this its never re-occured.

You can set your margins (left, right top, bottom) however you like. Go to File, Page Setup, then select what works best for you. When you apply these new margin specs, you will find your cursor blinking in the place that you wish to begin your document.

Once you choose your margins on Page Setup, your first line (and character) will begin where you want it to be.

Going from Office 97 to 2000, I find I now have to double-click in a file when I open it in order to proceed. I think you can double-click anywhere on the page. This is supposed to save you scrolling down. It's probably the same in 2003 also.

I'm trying here to supply an answer. Perhaps it is based on a previous file you saved when you closed the program.
