The fastest way is to make an appointment and go to the Federal Building in Westwood. Use this website to do so:

They will help anyone who needs their passport in under two weeks. If you can wait for three weeks, then go to your post office and pay the extra to get your passport expedited. That method takes 2-3 weeks.
Normal passport processing time is now 12-15 weeks. Probably the upper time line since it's coming to summer and everyone waits to do these things.

it doesn't matter if you are in Los Angeles or Omaha Nebraska...it is a FEDERAL document....get your answers from the passport information
