Does she do this to everyone? MAybe this is just a style of communication she learned growing up. She could just be being warm and friendly. If she only does that with you she is reaching out in some way. Did you tell her a sob story or does she know something about you that makes her sympathetic? Perhaps she is comforting you? If not, she may be trying to reciprocate what she feels may be an impending relationship or welcoming an invite to date her. Don't jump to conclusions or confront her because that would embarrass her. But if you feel she only does this with you and you are intererested, try asking her out.

try to notice if she does it to the person in front of you in line. If she does, then no, it's not a message. She is being careful not to drop the change. If she doesn't, then, yes it could be a message. If it bothers you change aisles when you see her in the line you are in, or go to another store.

sounds kind of flirty to me, but you might need a few more clues to know for certain; eye contact, laughing, batting eyelashes, trying to strike up a conversation.....try flirting back, see what happens.
