Well wishes appropriate to the event and what would be proper for you to say to a person according to your relationship with them or their status. Don't forget to sign it with your name and title according to your relationship. For example, for a peer you could be more casual, while acknowleging their special event (Congrats, your friend). To a parent or teacher, more formal. (your loving child, or your devoted student or whatever you feel appropriate)

I can be something as simple as:

To: Mary
From: John

Of course depending on how well you know the person, you may want to put Love, John instead of from, John.

It really depends upon the relationship and the type of book it is. A novel you may write: hope you enjoy it. A dictionary you may want to write: think of me when you use this.

Anything you write will be fine. It is even OK if you don't want to write anything at all.
