Because they are marking their territory and/or trying to cover up the scent of a dog that has previously relived itself.
And it's not just fire hydrants. It's anything that stands out (seems to also be things that are vertical, but not always).
Trees, poles, street lights... chair legs- you name it.

Actually, dogs will mark anything...The reason they do this is to let all of the other dogs who might be walking by that they were there...Kinda like graffiti for dogs! You may notice that a dog will spend more time sniffing the fire hydrant than he does marking it...it's because he's "reading" the graffiti...just checking in to see which of his friends have walked the same way recently.

Well just think of it as "pee-mail." If one dog pees on it they all want to pee on it, they can tell who's been there and how long ago, so they want to leave either mark too!
