Pomeranian
The Pomeranian is a tiny, fluffy dog with a wedge-shaped head and pointed erect ears. Some have faces that breeders liken to a fox; others have baby-doll or "pansy" faces. All have bright, dark, almond-shaped eyes with an intelligent expression. The nose is either dark or the color of its coat. The teeth should meet in a scissors bite. Poms also boast a distinctive feathered tail that fans forward over the back. There is an abundant ruff around the neck and chest area. The profuse stand-off double coat usually comes in solid colors. Any solid color is allowed, but the most common are red, orange, white or cream, blue, brown or black. Sometimes the coat is parti-colored (white with colored markings), black & tan, wolf or orange sable.

You may want to look into getting a papillon.
Papillons have very friendly, adventurous temperaments. From the AKC breed description, "Happy, alert and friendly. Neither shy nor aggressive."

They are long-haired and fluffy, but also do not requirement a professional groomer. All you need to do is brush them regularly.
Also, if you want to get into agility, they are the top choice in their height category. (They can even beat border collie times on some courses, but due to size difference, they will never be competing against border collies.)
(Note: They are a high-energy breed of dog, so if you want a laid back lap-dog, a papillon may not be for you. But if you want an active, spunky dog, papillons are a wonderful choice!)

There are several small breeds that are cute, with fluffy and/or long hair. The real question is which of these breeds is most compatible with your lifestyle? A Papillon is small dog with long, fluffy hair. Paps are very happy, lively little dogs, and "social butterflies" as they are known. And yes, they are very cute!

Pom, hands down they are cute and small size. They are also alert and terrific little companions. I have one and she gets along with our four cats and everyone she has come in contact with.
She is lying next to me right now, as I type this looking up at me with her cute little "foxy" face.
She is so lovable, if we have to go away without her (very rarely) we have about a dozen people who will volunteer to dog sit for us.

I prefer hair that will is shoulder length or longer, As well as since that men who like ladies are more often then not right, they like long hair because that looks more feminine, as most men have short hair.
