Safe mode looks like that. You need to fix the problem that forced you to use safe mode while still in safe mode (virus or whatever) and then restart in normal mode.

Reboot it again and it should return to normal state. It is "normal" for the picture to be grainy in Safe Mode because it does not load your video driver. If it does not return to normal, you may have to manual reinstall your video driver.
