The laser used in some surgeries is only a means of cutting, as opposed to using a scalpel, so a vet can use a scalpel or a laser to do any kind of op, it just depends what clinic you go to. Laser scalpels are more expensive of course, so you'd probably find these in a fancier clinic, like in a city or something!
Laser scalpels greatly cut down on bleeding during surgery, so it may be of some benefit for the declawing op. It doesn't change the fact that the end joint of the cat's digit is amputated however, so the op remains as absurd as ever.

When I had my cat declawed the vet gave me both options. The "old fashioned" way was less expensive. While the laser surgery was more expensive I was told that my kitty would heal faster and it would be less painful. It was worth the extra money to me as I already felt bad about having to get him declawed. :)

It depends on the vet. Some do some don't. It is less painful for the cat than traditional declawing, and there is less bleeding.

I am an animal lover and on a heavy dose of blood thinners and will be forever. I had my cat front declawed for my safety, he is happy, healthy, well-adjusted & doesn't seem to notice anything is different. He still "kneads" and "scratches". Of course, we keep him inside, but I believe cats should be kept inside for their safety anyway.

It's one of the ways they can do it.
Good choice you not declawing, thank you from your kitty.

I thought they just used clippers to clip off the ends of their fingers.

It saves time, but they're pretty much burning it off that way. Most vets don't.

Some vets do. Some vets don't. Either way, its still inhumane.
