Sure you can,
Go to any U-Haul and they can fix you up with one. Or direct you to a proper dealer.
But just for information your bumper can handle a class II hitch arrangement.
But I understand if you don't want the trailer ball out there all the time. A receiver hitch is the way to go.

Your local UHAUL shop can install hitches, and properly wire your vehicle for towing. I would never tow anything with a bumper hitch, especially with these newer vehicles that have plastic bumpers which your Explorer does and is only held on by clips. Expect to pay a couple hundred dollars for the hitch/receiver.

The square tubing type hitch is the stronger one, and the good ones fit the vehicle with no troubles. A good class 3 hitch is available online, and installs easily. The hardest part is lifting it into place! Just make darn sure to tighten the bolts as instructed, so you don't have any issues in the future with it getting loose.
