There's a collar called "Bow-Lingual" that was developed in Japan. It was supposed to analyze a dog's bark and equate it to an emotion.

But the product package clearly notes that the phrases "are for entertainment purposes only" and it seems that they are not meant to be true translations of each bark.

I'm not sure if there is anything that can give a dog's emotional state at all times. The collar that is supposed to translate barks is the only thing I've seen so far.

Well, I know by the way my dog barks what he really wants but I am not sure of what he is exactly thinking. I cannot imagine any device actually being able to do such a thing and if there was one, it would be very expensive.

Yes, lay down beside them very quietly and stick you tongue in their ear, close your eyes and click your ruby red slippers together three times. LOL

Science can do a lot of wonderful things, but reading minds, even dog minds, is not one of them. sorry to disappoint.

collars, moodrings or voodoo- these will not reveal a dogs feelings or thoughts---- observation of your dogs body language, placement of ears, expressions of the face and behavior in response to various situations - these will tell you sooo much...but you must be willing to listen... observe.
