I think not.
My brother works for the State of Maryland University. They are employed by the state, but refuse to give me a state ID number. The W-2 shows the FEIN number in place of the State Id.
Please let me know if you have heard of this problem. Otherwise I think there is a mistake here.

Are his wages taxable for state? I don't have enough info to tell you whether his wages are taxable or not but I can tell you that one group of exempt employees are college students working for the college they are attending.

Students that work for the college they are attending are exempt from a bunch of stuff.

How do you have a social protection card in case you're right here illegally? You pass to the DMV to get a State id in basic terms like a Drivers License. Take some evidence of your house of living like utility expenses or any government checklist mutually with your handle on it

Some states use the FEIN as the State Tax number. There's no law against that.
