He could but He has chosen to allow us to make the choice (with His power and grace) to depart from sin. God isn't looking for robots. He wants flesh and blood children that will choose to love Him more than their own pleasures and waywardness. But we could never choose to stop sinning sucessfully if Jesus Christ had not paid the debt for our disobediance so that we could start clean as forgiven children ready to start growing up and choosing the right instead of the wrong. And if and when we sin again (as we all will have an opportunity to do) we can appeal again to His sacrifice that make us righteous to the Father.

because He is a sadist who likes to see us suffer, besides just a narcissist who likes to see us praising him and telling him how great he is.
God kiled over 100 million people in the bible by his hand or direct command, including probably millions of children, women and even babies.
Satan killed 10, but those might also possibly be kiled by God instead - and God allready had a criminal record.
God tried to keep us ignorant and dumb.
Satan helped us free ourselfs, and we both got severely punished for it.
God plans to throw all "sinners" (people who displease him, including atheists, wiccans, hindoes, buddhists, all people who lived before christianity, ect.) into a lake of eternal fire together with Satan. (book of revelations)
Satan tries to stop this from happening.
Now whoes the bad guy? The dictator or the rebel?

We have free choice. We are not robots. God doesn't want us to love him & do right just because He made us do so. It all comes down to the choices WE make.
