Heaven is not described of God as perfect. That is man's error.
What is True is that the PLAN of the ONE is perfect. That plan contained the err of Lucifer....and of ADAM.
It is the PLAN that is perfect.

Actual descriptions of heaven are rare in the Bible. I don't recall a verse that called heaven perfect, but it may exist. What is perfect are the people in heaven--not only are they trying to be good people, but they have all volunteered to have the evil within themselves burned away before entering heaven.
Also, Lucifer's sin was pride, which is one of the sneaky sins that even people doing a pretty good job with Christian living will let creep inside their minds.

Heaven is perfect...however all God's creations have free will; without the right to choose there is no real love. Lucifer wanted to be God and God wasn't having it so he was cast down into the pits of hell.

Although not revealed in Scripture, I believe that angels have an amazing amount of knowledge of God, and still have the ability to serve God or not. Lucifer allowed pride to overcome him and sought to become greater than God. Because of his willful disobedience against God, God punished him, and cast him out of Heaven.

God described Heaven perfect because people that enter Heaven have asked Jesus to become their savior and tried or did repent their sins. Everyone has sinned but only those who believe and repent can have those sins cleansed away and can have eternal peace.

Well what we know about that is that as soon as he (Lucifer) sinned he was sent to hell for eternity. So things continued to be perfect in Heaven without Lucifer there! God bless~

Don't be confused! maybe I can help ease your confused
mind! Angels are given the same free will as humans to choose between good and evil! His pride got the best of him
and he choose the path of darkness. "Free will" is the culprit
not heaven.
Does that help?

I don't think perfection involves a lack of free will. Some religious zealots may tell you it is so, but I would disagree. Individuality is not something God wishes to quash.
