there is 4 places to put wires at the bottom of the meter. even though the meter says 3 wire.

The meter housing only has three "Circuit Conductors." Circuit conductor means these wires are intended to carry current (Of which only two wires actually pass thru the meter). The 3 connections on top are to the utility, the bottom are to the service equipment. The outer two are usually the Hots (Phases) that go through the meter, the inner one, which is commonly just a solid link with terminals top and bottom, is the Neutral (White). The fourth connection on the bottom, if it's present, is likely welded to the enclosure itself and is for bonding the metallic parts of your service equipment together.

If the utility is going to come out to connect power to this meter, they'll want it to have passed an inspection (Either on a homeowner's permit or a contractor's). If you're making this connection yourself, don't get shocked on the line side!
