I noticed that in most houses, the ceilings of the rooms have those white powdery rugged or bumpy stuff on them. Why don't they just make the ceilings flat and smooth? What is the purpose of that white powdery bumpy stuff on our ceilings? When i touch them they just crack and fall down creating a mess on the ground.

Popcorn ceilings are used for two reasons:

-they are cheap

-But, mostly it is because they stop echoes and absorb some sound. It is kinda like in schools and big buildings, they have holes in their ceilings to take away some sound.

It is called a 'blown ceiling' and I hate them. It is the cheapest and fastest way to cover ceilings - that's why so many builders use it.
Flat ceilings are near impossible to get with sheet rock. Ceilings need some kind of texture to cover blemishes. I would prefer anything but the blown ceilings.
It can be easily removed but is quite a mess. Simply wet it using a spray bottle of water (perhaps add a couple DROPS of liquid dish soap) then scrap gently with a 4-5" flat blade scraper. Prepare for a mess.

It's usually called a popcorn ceiling and they are usually applied with a sprayer. It's done because it's alot cheaper and quicker to popcorn a ceiling than it is to properly sand and finish the ceiling. I've rarely seen them crack and fall down. You may want to apply a proper primer and then repaint the ceilings.

Popcorn ceilings were in style for years. It just added a decorative finish to the surface. The trend now is "knockdown". The texture is sprayed on and then, before drying, a trowel is used to flatten the mixture. It's all a matter of taste. Swirls were also popular for quite a while.

I don't need to tell you what they are since others have. But I do have an idea for getting rid of them.
Having your popcorn removed can be expensive because of the possibility of asbestos.
My cousin just covered all of her ceilings with bead board and then put crown molding around the edges. It's absolutely beautiful!
Just an idea...

if it is smegma; a great way to clean it is with listerine and a qtip; stick the qtip in some listerine and then dab away the white stuff; usually uncircumcised men have it; since you said it was below the head of your penis it is prob smegma. its important to roll down your foreskin and clean your head once a week so you don't get infections. a yeast infection could be likely and for that you need medication to get rid of it. if the listerine q tip doesn't work then you better see a doctor. a yeast infection can lead to other problems like kidney damage so my advice to you is to see a doc if the listerine doesn't work!
