Unfortunately, you have to keep calling.

I was in the same predicament just before spring break. The phone system at the passport agency kept telling me "We are too busy to take your call right now," and then it would just wait for me to hang up. I assume you're getting the same thing.

Here's a trick: don't hang up when it tells you to hang up. Instead, press whatever number to go back to the main menu, and start the process of holding all over again. It will take forever, but that way you get to hold your place in the phone queue, and someone will answer eventually. It also helps to call RIGHT when the office opens. I'm in the Pacific time zone, so I got up at four to start calling at 7 a.m. EST.

When I finally did get through, the woman was very helpful. I had to pay another $80 to expedite the passport, but they Fed-Ex'd it to me and I had it two days later.

I recently was in the same position. When the option to go back to the main menu comes press it. Then press the option to go back to passport information. Keep doing this. It took me an hour and a half just to get elevator hold music and another half hour to get a live person. I had to call twice to get my passport in time. The second time I called in the late evening and it went a little quicker.

Did you list a date for your departure on your passport application? If so, it will come.
If you did not list a date of departure, you should go to the passport office and talk with someone face-to-face, and explain your predicament.

Keep trying to call in the meantime.
Listen to the options carefully

There really isn't anything you can do except keep on trying to get through to them and waiting. It's only Tuesday, so you still have 4 days when your passport can arrive.
