Tul means weighing or measuring. In the horoscope we call Libra as Tula in Sanskrit. Any material that can be measured or weighed is called Tul. A+Tul means that can not be measured or weighed. In the whole universe it is only the God who cannot be measured or weighed. God is called ATUL.
You must have heard the name of Mr. Atulya Ghosh a famous leader. In Sanskrit Atul and Atulya are one at the same.

Most of the names in Asia and Middles East are combined with one noun and adding one or two adjectives before or after the noun. In Muslims normally adjective is added with Allah & Mohammad, praising them; not the person. In Sikhs two nouns are added to name as one person. Hence "Atul" is never used singular, it is adjective and has to be with a noun. In Urdu it means "Final". In Hindi, of course it means "complete, unique, uncomparable", it has to be added with a noun viz Atul Bihari Vajpai, ex prime minister of India.
