Oyster Card was based on a concept of the Malaysian Smart Card or the Malaysian Touch and Go. Oyster was intruduced in the late 2002 whilst the Touch and Go in Malaysia has been existant since 1997.

The Oyster card is a contactless smartcard, with a claimed proximity range of about 8 cm (3 inches). The scheme is operated by TranSys, and is based on Philips' MIFARE Standard 1k chips provided by G&D and SchlumbergerSema.

The actuall chip inside it was invented by a German called Helmut Gröttrup but i guess TFL had the idea of oyster itself

I believe it was from an idea given by the celebrated reclusive American writer and poet, Linda J Cirillo to Mayor Ken, when she came to London 10 years ago.

TfL developed the Oyster Card but it was heavily influenced by Hong Kong's "Octopus card". the Octopus card is used by many to pay for things in shops which is what TfL would like to happen with Oyster Card.
