First of all, a big fancy wedding after 16 years and 2 children is completely gauche. Small, simple, and graceful is more in keeping with your budget and age. First, have a general discussion with your partner about his wishes, and come to some general agreements. Pick a date. The time or day and year will start you on the decision making process. Then set a budget, and stick to it. Once you start going over on one item, it's easy for it to escalate. Make up a planner, and keep everything pertaining to the wedding together. Ask your wedding party members to participate. Make a guest list. You have to know how many people to know how much of anything to get. Pick the wedding and reception sites. Book them now. Hire the support people you will need-band, caterer,florist,pastor.... Do not even attempt to do the food yourself. That is a disaster waiting to happen. You can do the flowers yourself if you are good at that sort of thing. Bulk warehouses like Costco and Sam's Club have amazing deals on flowers. Call in favors.

David's Bridal!!! They have a $99 bridal gown sale several times a year. At their $99 sale, I got a $900 Oleg Cassini wedding dress for $99. It was GORGEOUS (white with champagne embroidery and tiny beads on the top and the train) , the prettiest dress I had tried on at any of the shops I went to, and it was dirt cheap!! I actually had already gotten another wedding dress from a previous $99 sale, but I liked the second one better, so I ended up with 2 wedding gowns for less than what most people pay for one! Just make sure you go the first day of the sale (or as soon as possible after it starts) to get the best selection.

check this store they have wholesale prices, different designs, styles, etc. I got my dress here and it cost me $400 which is a bargain for a brand new beautiful dress. It looked like on of John Gallianos designs, just beautiful. Their Prices go from $180 to no more than $500.
You just have to know your size since they only sell online but trust me the design, labor and material is perfect not tacky or cheap looking and after all you will get a new dress instead of a used one.
Davids Bridal is not a good choice, all the designs are almost the same and every bride ends up wearing the same and you have to be at the store before 5am to see if you are lucky to fight for a dress.
You can also resale it if you want for more than wat you paid. Wedding dresses are suppose to be special... this store has a good selection and the delivery is prompt.
Good Luck!

www.Craigslist.org. There are tons of people selling their dresses for cheap.
I'm not into the ballgown wedding dress so I got a sheath dress from EBay for $40 from China. It's beautiful, came in 3 weeks and all I needed was minor alterations. So, if you're going the eBay route, make sure they have 100% positive ratings and read all the comments.

To save yourself a lot of grief, DO NOT BUY YOUR WEDDING FROM E-BAY! I have heard of several very bad experiences not only from a friend but others as well, those far east seamstresses use sub-par fabrics and cheap accessories. (I.E. glueing sequince on as opposed to sewing among other nightmares!) And that is even if you get your dress.
David's Bridal is currently having a $99 dress sale, and they are professionally made gorgeous dresses with a decent selection.
There is also this other site that I was considering buying from, and they pan out well with the Better Business Bureau, so you may want to check them out too.

Best of luck and I hope you find the one!

You may want to check with your local theatres. It's not something you would normally think of, but they may have beautiful dresses they can sell you. They might also be able to recommend a costumer who could make your dress for you. They may be able to get fabric whole sale, which could save you a lot of money.
Look through your local newspaper for ads - sometimes you'll see a bridal shop going out of business and have amazing deals. I was lucky enough to find my dress at a place going out of business and got the dress for half price.
Thrift stores and consignment shops can sometimes have great dresses you wouldn't be able to find anywhere else.
**Be careful if you look on Ebay for a dress. A lot of them charge A LOT of money for shipping even if the dress seems like a bargain.**

Check your local bridal shops for sale racks. I purchased my dress from a local bridal and got a great deal on my dress. Also Target has a new collection of wedding dresses by Isaac Mizrahi. Their classic and you won't break the bank. My little sister is getting married this weekend and she actually found her dress at a consignment shop. I want to say she paid like $10 for it. She was lucky. Good luck to finding your perfect dress!

You want a dress that looks a million dollars and only cost you a dime, and not much trouble either? Come on, marriage needs honesty, integrity, and hard work. Hollowness and pretence don't get you very far. If you can't make a unique dress, or beg a friend or relative to make or lend you one, then take some trouble to find a nice outfit that you can readily afford. Don't worry if it's not fairytale classic or even as wonderful as your friends' wedding dresses were, it's for your fiance, think about what he wants and share the decision with him.
