All of the things you have mentioned are already here and in use, though not in wide spread use as yet... Some cars are fitted with an alcohol sensor which does not allow it to be started if the driver has been drinking...
Most car manufacturers have the ability to fit computer controlled speed limiters in their new cars, particularly in performance cars

Hopefully not. A sober driver with a drunk passenger is smart practice. Why should the cops be notified? To give them a "good citizen" award I hope!?
As to speed regulators, I will decide how fast I drive, nobody else! I had to rush my son to the hospital a number of years ago following an accidental drug overdose. The EMS was tied up with a bad wreck on the highway and would not be able to respond for over an hour. I made the 25 mile run to the hospital at around 125 MPH. The ER doc said if we'd been 5 minutes later, he probably would not have made it.
We don't need government interference in our daily activities. I am all for mandatory alco-locks for CONVICTED drunk drivers. However, I do NOT drive drunk and will NOT tolerate one being fitted in MY car unless I should ever get massively STUPID and drive drunk. (And if I did, I'd gladly let them fit it.)

I think having cars that will not let someone under the influence of drugs and/or alcohol drive is a great idea. However, cars that wont' let you drive over the speed limit isn't a good idea. Why? Because there are always emergencies and certain situations that may cause you to NEED to speed. i.e. needing to be rushed to the hospital, driving to get out of the way of an avalance, driving away from someone with a gun, etc.
There are just too many reasons that someone may just have to drive over that posted speed limit.

Oh wow, my answer was going to be "Brilliant idea! We should all have them!", but then I read Bostoninanininmo(or whatever that long name is)'s answer, and woah - I'm converted.
The alcohol reading thing ... they put them in repeat drink driver cars, but are easy to get around with a sober passenger, and to have the whole car needing to be alcohol-free wouldn't work because then there would be no way for drunk passengers to get home. But maybe in repeat drink drivers they could enforce that I guess...
The speed limit thing seemed like such a good idea ... maybe it should make it that it automatically records it when you go over the speed limit, so you have to pay the fine, but still lets you go over fjust incase of emergencies?
But then again, with all these gadget-things, the really bad offenders ("rev-heads" or whatever) probably know how to disengage them...

speed limit is in use in most cars .. but not for the legal speed limit. I think there's a speed warning in public buses that sounds an alarm if the buses go faster than so and so .. Also, various car companies are experimenting with driver sensors .. scanning for eye or body movement to sense exhaustion or alcohol influence.
Personally I'd vote for a car that slaps it's driver in the face for driving erratically.

Yes car manufacturers can produce the car as you described but it would not be popular among motorists.
In the past during the late 70 and early 80, max speed was locked, say 80 mph, but look at today cars' max speed design. The market drove them to change their concept and produce the cars to meet the market needs.
