When starting a quotation mark...does the first letter after the first quotation mark supposed to be a capital....

ex....Alen said, "Hey look over there!"

Did the H part of hey have to be in capital cuz it the beggening ???

i hope im not confusing ppl

Yes, you do capitalize in your example and in the examples given by the people who have answered the question thus far. However, if you are only quoting part of a sentence, you can use three periods to indicate that part of the quote is missing -- the periods can be used both right after the opening quotation mark, or at the end before closing the quotation if you are not going to finish the entire quote. For instance, "...how I wonder what you are." In this example, it is NOT necessary to capitalize because had the beginning of the quote been present, the word "how" would not be capitalized. "Twinkle, twinkle little star..." When you want to use only the beginning of a quote, you DO capitalize, because you would have if you were using the entire quote. You'll see this style used often in newspapers and you should be a little skeptical -- sometimes you will see an incomplete quote and draw an unfair or untrue conclusion. Many times a writer will deliberately take another's words out of context to serve some ulterior motive -- particularly in political matters!

Yes, it should be capitalized. Also, your sentence needs a comma:

Alen said, "Hey, look over there!"

The sentence could also be written:

"Hey," Alen shouted, "look over there!" In this case, the "l" does not have to be capitalized. But if you write it like this, it does:

"Hey," Alen shouted to get my attention. "Look over there!"

Aside from capitalization, I find people get confused about punctuation. Thus, I will offer up the rules for you here:

Quotations Marks with Other Punctuation

One question that frequently arises with quotation marks is where to place other punctuation marks in relation to them. Again, these rules vary from region to region, but North American usage is quite simple:

1. Commas and periods always go inside the quotation marks.

I know you are fond of the story "Children of the Corn," but is it an appropriate subject for your essay?
"At last," said the old woman, "I can say I am truly happy."

2. Semicolons and colons always go outside the quotation marks.

She never liked the poem "Dover Beach"; in fact, it was her least favourite piece of Victorian literature.
He clearly states his opinion in the article "Of Human Bondage": he believes that television has enslaved and diminished an entire generation.

3. Question marks, exclamation marks, and dashes go inside quotation marks when they are part of the quotation, and outside when they do not.

Where is your copy of "The Raven"?
"How cold is it outside?" my mother asked.

Note that in North American usage, you should use single quotation marks (') only to set off quoted material (or a minor title) inside a quotation.

"I think she said `I will try,' not `I won't try,'" explained Sandy.

If you want to have a more primal perspective on the matter, just think of it as an independent sentence, altogether. You do capitalize its initial words.

There are exceptions in the use of quotation marks when it's used to emphasize or highlight words or phrases.
