It is a matter that is controlled by states. Many still do not allow beer in excess of 5-6% alcohol. I live in South Carolina where a law repealing the limit and raising it to 15% was just passed. There is a great page on Wikipedia that lists a variety of laws governing alcohol sales by state.

Most definitely not.. Unless you're in Utah (no $#!+). Otherwise, look in the beer section of any major grocery chain, as far from the entrance as you can get (without leaving the beer section of course).

EDIT: I wasn't aware that states besides Utah had the 5% rule. Lived on the west coast (California, Oregon, Washington) for as long as I can remember, always had access to nasty "ice beers" (often containing as much as a twice the alcohol content of regular beers- more or less beer flavored wine) and malt liquors (such as Olde English 800, which is 8% alcohol.)

Utah has a limit to how much alcohol is in beer. Visit http://www.pubcrawler.com to see what beers are brewed in your area and where the best beer bars are.

Keep in mind that the stronger beers generally come out in the colder months.

It is 5% by volume in most states with some states raising or lobbying to raise the percentage to 15%.

Each state regulates the alcohol content for adult beverages. Check with your state's ABC (alcoholic beverage commission).
