Although they are members of the same family (Roseaceae) they are in different genera and are totally different species. There is really no way a rose could become an apple tree.

It may be possible to graft an apple shoot onto a rose (or vice versa) in which case you would have a plant which is half and half, but unless you do some MAJOR genetic and developmental reorganization then one species cannot become another.
