Welcome to a particularly fun debate on some of the intricacies of Wicca. Hopefully, you won't get too much splattered on you from the in-fighting. ;)
While you can certainly self-dedicate (ie, formally annouce your intent to study, begin learning, etc.), you cannot self-initiate. Initiation into a group has to occur at the hands of that group - which means, if you're looking to be an initiated Wiccan, you need to find a group.
Typically, Wiccan groups take on new folks for a year and a day, and then, if they think the person is ready, then the initiate them. Some groups vary the time, depends on the group.
Easiest way is to find a group (through a resource such as witchvox.com), get in contact with them, and see if they're taking students. If there's multiple ones in the area, shop around a bit - and if you get any bad vibes or think thr group is creepy, move on to the next.
With your age, some groups won't train you - at least, until you're 18. Some parents get a bit unhappy about Wicca, and some folks would rather just avoid the potential legal troubles.

I doubt that any coven is going to teach anyone so young.
By the question that you asked, I think you need to get some books on Wicca and learn some of the basics. If you are not going to put out any effort of your own to learn...I doubt a teacher is going to teach you.
Other things to keep in mind - checks lots of different covens out. Don't just jump in just because you find a teacher. Make sure you fill a connection with the group, because after all they are going to be your family. See if they have any open events you could join them in.
Beware of groups or teachers which will accept you as a member or a student right away. A good teacher will generally get to know you first before accepting you as their student, and a good group will usually do the same.
Find a teacher that is worth while. Lots of teachers may claim to be a "Priestess," Priest," "Lord," "Lady," or whatever. Doesn't mean they are. Ask to see there degree certificates. They should always be viewable upon request.
Do they have a lintage? Are they repuatable around the craft community? Ask around. Ask stores. Ask people. Get refrences. See what the community can tell you about the group you are interested in.
Make sure you get what you want (traditional, eclectic, ect)

Read every book you can good and bad and decide if this is the path you want to take. I found many a book in the local library so it doesnt have to cost you heaps of money.
A book I recommend Wicca: A guide for the solitary practioner by Scott Cunningham. It should get you started on your journey.
I practiced solitary for ages. One person on here is right. When the student is ready the teacher will come. I found a HP willng to teach me after 7yrs of practicing solitary.
I don't know about your dream of being in black robes with a crystal chain thingy. It could be prophetic or it could be just a very good dream you had.
I am wiccan but I certainly don't wear black exclusively. Actually I hardly wear it. I wear jeans & shirts. No one can tell Im wiccan unless I choose to wear my pentacle. Sometimes thats hidden sometimes not depending on my choice of shirts for the day.
If you are lucky enough to find a coven it takes a year and a day of learning before your intiated into the coven. I don't think you get intiated to wicca. Take a look at me Im wiccan I was before I found a HP wiling to teach me and intiate me.
Being wiccan was the best thing to happen to me. SAVED me.

There are a few different ways to do this. There are covens that can help you get initiated in a more traditional way. You can also do a self dedication. but most do this only after studying the religion intensely for a year and a day. Whatever you do, make sure you are knowledgeable about what Wicca really is before you do your initiation.

It is said that when the student is ready, the teacher will appear.
There are many different forms of initiation, just as there are many different concepts of Wicca. In fact, I tend to use that term rather cautiously, just because I'm afraid it will become too "organized." However, there are vast numbers of web sites run by witches of one type and another, and many have regional references, where you can find someone who lives near you and who might, if you get to know them, take you on as an apprentice.

There are a LOT of good books out there and a lot of great websites, too. If you can, you should take a day and go to one of those nice big comfy bookstores like Barnes and Noble and just spend an afternoon reading and learning about Wicca. That's how I started, and it didn't cost me a dime. :)

Well if you wish to belong to a coven then you'll need to find a local coven and see if they'll let you join. They will train you.
If you are going to be a solitary then you can do a self initiation. Usually people will study for a year and a day before they make such a big decision.
There are also courses you can take online.

There are different ways. I don't recomend you become intiatied unless you are truly ready for it. And you will know when you are.
You can ask a coven to initiate you and it generally takes a year and a day. But there are ways to initiate yourself. READ READ READ!

Ignore the others on here.
You can perform your own initiation in private if you like. Just do as your heart tells you. If you insist that you want to be part of a coven, then have them initiate you and ask them how to do it.
