It refers to the texture. Glutinous rice is short grained sticky rice, used in sweets and sometimes as a normal rice dish. The 'glutinous' refers to the high starch content not to gluten.
The flour is used in making sweet buns, dumplings and pancakes and is actually quite low in gluten. It cannot be used for western style bread etc because the gluten is too low.

Something that is glutinous is very sticky. The root word is glue, not gluten. Glutinous rice is a special rice which become very gluey when cooked.

It's made from sweet rice witch is more glutainous then regular rice flour but not sweet as in taste

That short-grained sticky rice is what you use to make sushi.
You can find it in the store just look for Short grained rice.
If you can't find it in the store, do what I did, I wanted to make Sushi at home once and I didn't understand how to prepare the rice that came with my sushi-making kit. So I went to an Asian restaurant and bought a couple take out boxes of white rice.
Came out perfectly!

Glutinous rice flour is just "sticky rice" flour.
Rice has no gluten in it.

By glutinous they mean sticky. I don't know why they call it glutinous, I've often wondered the same thing, maybe they don't have a word for sticky, who knows.

it is a different kind of rice colored white and black... it is a delicious delicacy here in the Philippines when cooked with coconut milk and sugar, vanilla called "BIKO" and many many more...
