It may be kind of ifficult to put a number on it because there are lots of recycling activities that are unofficial like a church putting up a box for clothing donations or a club collecting newspaper for recycling.

But for a very good start on your project go to wm.com, this is the website of Waste Management, the Nation's leading recycler. They can tell you how many they have in West Virginia. They do an excellent job.
