my cousin did something really cool for her wedding. she got an estimate on the cost for doing custom chocolates, etc....then donated that money to charity, minus the cost to buy a jumbo size bag of animal crackers, some tulle to wrap them, and photocopying costs to explain that in lieu of a fancy candy, the money had been donated. it was really sweet, and very cheap for them.
or, what about color copying a photo of you and the wife into stamp-size photos and pasting it onto regular candy/some cheap favor, and writing a cute note? something more thoughtful.
OR! buy a bunch of sparklers, tie pics of you with a note on the back, and use sparklers for your sendoff, instead of rice or bubbles? that way, they can keep the photo/note and the sparklers are festive (plus cheap to buy in large quantities)

Take a plastic spoon, place 3-4 Kiss candies on it and wrap with tulle. Tie with some curling ribbon and attatch a tag that says "A spoonful of kisses from the new Mr & Mrs."
You can print your own candybar wrappers. Try http://www.alenkasprintables.com/ for this and many other ideas.
Also a neat idea:
Decorated sugar cookies with a wedding theme.
An easy way to personalize any favor would be a clear "address" type label with your names and the date or any other information you might want.

Instead of pre-packaged party favors, set up a candy bar!! Select several different types of candies & place each into a large crystal bowl with a small scoop. Have mini bags or to-go containers nicely decorated on hand & let each guest make their own mix!! Much better than a packet of seeds that will just get tossed in a drawer once the guests go back home!
Congrats & Good Luck!!

How about a packet of flower seeds attached to a piece of decorative paper with your names, wedding date, etc...
Decorated sugar cookies are great, but buying them can be costly. I like anything that is a consumable because we all have a lot of stuff laying around the house.
What about a tree from the National Arbor Day Organization. You can get them and attach a card with your wedding info on it. Maybe even a garden stake for the guest to put in when they plant the tree. You can give one tree to each couple or family. Don't put them at the tables, but put them in a basket by the entrance. I know someone who got them for free and another who paid less than a dollar for each tree. If you are a homeowner, you can plant the rest in your yard.

Don't know how elaborate your wedding will be.
We did fortune cookies and mints in tulle with a ribbon.
Might I suggest a fun picture of something that you both love doing as well as a picture of each of you when you were younger...
Place on one of those large picture calenders like they do at Walmart along with a poem of your choosing. "Two hearts, joined together...looking toward the future." name, date of wedding. Relatively inexpensive, unique. Shouldn't have to do 100, one for each couple or single person.White envelope, thank you for coming.

Little boxes filled w/Torrone (is a nougat confection, typically made of honey, sugar, and egg white, coated in crushed, toasted almonds, and usually shaped into either a rectangular tablet or a round cake.) We had these at my sisters wedding and put 2 pieces in each box. (We bought the hard Torrone.) They were individual wrapped. We also have these at Christmas time, and my husband's family is Italian and my side is Puerto Rican.

So many good ideas already given, but how about chocolate spoons - really easy to make yourself and very inexpensive. Also, cute, cheap, and easy are custom/personalized stickers for chocolate kisses. You can get tips on places to order these and other favors or just step-by-step instructions for making them yourself at http://www.chocolate-candy-mall.com/chocolate-candy-for-weddings.html
I hope the day is memorable for all.
Congrats!

I am not sure what the differences are in the weddings, but bubbles are always popular and cheap. Also here is a website that might give you some ideas.

Instead of doing favors, my husband and I made a donation to a charity. We wrote on the bottom of our programs: In lieu of favors, a donation has been made the American Cancer Society.
