If a couple is trying to have a baby there is always going to be a chance that one partner will spread the virus to the other.
Nothing is ever totally 100% safe or effective in preventing the spread of genital herpes (except abstinence of course). Condoms help, anti viral medication helps, and having sex when there is no outbreak helps, but nothing is 100%.
There are couples out there though who have not spread it to their partners. I was with my ex for almost 4 years and he never got the virus from me.

I've had herpes for 13 yrs now. I've been with my husband for 8 yrs and also have 2 kids. My husband and I don't use protection. We refrain from any sexual contact when I feel an outbreak coming on and for some days after having an outbreak. When we do have sex, afterwards he washes his genitals and surrounding area EVERYTIME. We've been doing this for years and so far it helps keep him safe. I'm not saying that someday he won't get it, but this has worked for us. This has allowed us to have kids and have some peace of mind. I wish you the best of luck. And make sure he washes EVERYTIME!!!!!! Not very romantic but him getting herpes wouldn't be either.

Its never safe to have unprotected sex when one person has herpes. Even if you are not experiencing an outbreak at that time, the virus can still be transmitted into a small cut or opening in the skin. There is no cure for herpes right now, do not risk infecting someone else for your own selfishness desires.

when she's not in an active outbreak- you're chances are lower i believe. Check with a dr. they would know- and make sure the women is on the med. for it at the time. If she really wants a baby and you don't wanna chance it going to the doctor and doing the sperm in a cup thing and having them implanted would be the safest possible way.

As condoms have NO EFFECT in regard to Herpes it makes no difference whatsoever.
Herpes is simply a form of Cold Sores and most people have the virus although most don't suffer outbreaks.
In short, Herpes is NOT a big deal.
