There are Dollar Tree stores all over the US and that is THE place to get some decorations for cheap for the Haiiain Parties. You can also check a store called DEAL$. They too may have the items that you are loosing for.

Everyone has given you good ideas, but with your budget restraints, I'd say your only option is the Dollar Tree stores. They really do have some nice things. One thing I think is a MUST for the outside, is tiki torches. A.C.Moores has 5' tall ones on sale at 2 for $3.00. Party City has them also, at a slightly higher price. I wouldn't do the leis. That could take a bite out of your budget. Get some flower bushes, pull off the flower heads,and poke a hole in the calyx and insert a bobby pin. Give one to each woman to pin in her hair. Do you remember how to make tissue paper flowers, from your childhood? Make a bunch of them to place around your trays of food. Balloons are also a very inexpensive way to fill up space, and always look festive.

You could make table decorations from canning jars, a votive candle & white sand. The sand you can get at a craft store for under $5, put sand in the bottom of the jar (about 1/3 of the way up), add a candle & light on each table or at the food table. Add a few sea shells next to the jar for added pizazz.
Cut the top off of 2 pineapples, scoop out insides & serve fruit bites (melon, strawberries & of course pineapple) piled high inside each.
Wrap your serving table edge with a strip of green crepe paper all the way around, then cut long strips & attach for a grass skirt effect. Crepe pape is relatively inexpensive.
Buy leis at the dollar store for each guest to wear as they arrive or if that is too costly, make leis out of tissues & string.
Take a tissue, fold lengthways several times, grab in the middle, tie with thread tightly, fold in half, cut edges in a ragged pattern, thread onto a thin string with a lg. sewing needle.

I purchased a lot of items from Oriental Trading for a Hawaiian theme. I was a little disappointed to see the same items at Garden Ridge and another pottery store here in NC. i would say do some exploring first before getting everything from OT.

Our PTA had a tropical theme party last year and one of our volunteers made fantastic table skirting out of rolls of brown paper and paper grocery bags. She just cut slits up through the paper so it resembled grass skirting. Then she used some rope and hung it like garland from the top, with some seashells hanging down. Very cute and very inexpensive!

Dollar store is definitely a good idea - they have alot of good stuff. Party stores will have alot too but are more expensive.
I normally get all of my party stuff online at www.orientaltrading.com - fairly cheap and decent quality
