SOUNDS LIKE IT IS MISSING CUPS-SHOULD BE AT LEAST 12, SO SOME CUPS MUST HAVE BEEN BROKEN........I'D SAY YES...TO MUCH.

Go to an antique store/mall and look for milk glass punch bowl sets. Even if incomplete, you can piece together your own set. You've got a few months until Eggnog season!
