Because living green can sometimes cost alot more money so some people don't want to shed the extra bucks to live green. Then there are some people who just don't care. I don't live 100% green but I still live with my parents. I will be moving out in year or so I plan to live as green as possible!

For one thing a lot of places don't even have easy access to recycling which is the easiest part of living green! I just moved to an apartment complex that pays for garbage for me, but has no recycling! This puts me in a bind because it's hard for me to collect recycling and take it to a recycle center (plus they make you pay to recycle around here). And since I don't have to worry about keeping my amount of garbage low, because I don't pay for it, my roommate doesn't even care about recycling.
I think that recycling should be mandatory and not billed like garbage. It should be funded through taxes, because then it seems like its free (unlike garbage) since you can recycle as much as you want without a monthly bill for it. That's how it is where my parents live.

But if recycling actually costs you money, what encourages you to do it? I consider myself to be earth-wise, but even I don't bother to drive my cardboard to the center to recycle, since they charge me for it.

Laziness, for the most part. Occasionally (albeit usually a stretch on the issue) It's not practical, I try to be as green as I can.

I think most people are not willing to do the research and, therefore, think that they would have to give up conveniences like televisions and computers. I also think they look at the initial costs and don't realize that they would get their investment return and more.

Because most take things for granted and are too lazy or arrogant to change their lifestyle.

because they are not well informed, they don't care about anyone but themselves, or it is very hard to sacrifice things when you can actually "see" the results immediatly.
