OK..I will try to fill in the rest of your Q. and now I need to fill out a grant proposal to the source where I can get cash to proceed with my project.
I as well, Your project, is this a study or of an inventive nature? either way you will need to speak to conservationists and Al Gore for their opinion of the project. There are many,many good ideas floating about. but make sure that project is not already implemented or has been proposed and/or refused for better approaches to this massive problem.

easy take a fuel consumption stats from electricty dept and local petrol pumps etc and for conservation stats from local forest deppt but if u want the demo project than may take such ideas rain water harvesting structure in house rainwater harvesting in roads wind power plant solar heater biogas etc
