She usually loves the beach, but today when a kite was flying, she put her tail between her legs and wanted to flee.

she is 8 and was misplaced on a flight once, I wonder if that has anything to do with it?

animals have their own different fears, something us humans cannot understand. similar to the fear of heights, the dark among other things. if she doesn't like them, keep them away from her.

My dog's the same. Try bringing the dogs favorite treats or favorite toy to play with or eat when another kite is flying. You've got to make it a positive experience. Sort of see a kite = get a treat. Try it from a distance at first and slowly (maybe weeks, depending on the response) get closer.

One time after the kite came down, I let my dog hesitantly approach it and smell it. She was a little better after that. They just don't understand what it is and how it got there.

make sure that the dog associated the kite with good things. Whenever the dog comes around the kite, award the dog, with treats or affection, etc.
