Also how can someone find out if they qualify for a handgun without approaching a gun store?

Illinois requires you to place yourself on the "Enemies of the State" list, by registering for a Firearm Owner's ID card (FOID).

This is so that when Illinois authorities are able to pass a gun ban, they can send jackbooted thugs to your house to search it and confiscate any weapons found there.

Yes, I see you shaking your head. But the fact is, it's happening already. Chicago has a program called CAGE--Chicago Anti-Gun Enforcement--which searches for clerical errors or technical violations by Chicago residents and sends armed agents to the registrants' homes to confiscate their weapons.

Forget to renew your FOID? Expect a knock on your door at any moment.

That being said, as long as you're over 21, have a FOID, and no history of criminality, mental instability, domestic violence, or dishonorable military discharge, and are a legal resident of the United States (but not of Morton Grove, Illinois), you can buy a handgun in Illinois.
