We were walking by the sails down by the marina. A young hoodlum, clearly upper-class and useless to society, started to walk behind us. We didn't turn around as we knew the routine. After a relaxing stop by the beach, we would be accosted. How lovely. He followed us for a while. I didn't look back. I didn't bother hurrying.
"You've definitely got whack-back, Mister!" the young hoodlum insisted while eyeing my butt. If he wanted to know what it was like, he'd have to hurry up and get on with a crime, so that he could spend his days with aggressive men in prison. Such were the delights of incarceration, I supposed, while saying nothing.
I looked over at Elaine and said nothing. It was ironic because I had posted on this stupid forum how overweight people sometimes get harassed on the street. How we get denied jobs and that sort of thing. She didn't really make any comment.
I observed the young hoodlum and his fake rapper friend walk by us. Chains hung down his baggy pants. It seems that he liked them to fall down to his knees. He had no butt. He was as skinny as chicken legs. He shaved his head and was pale. He was a sick sort of grey. He smoked his Marlboros and took a swag of his Corona. An undercover police officer just happened to be driving by.
"It is his lucky day, Elaine. I guess what comes around goes around," I insisted.
"Usually doesn't happen that quickly. Kind of strange," Elaine responded.
"Well, let's keep going and we can go check out the movies. Maybe 'Spiderman' is playing," I suggested.
The officer drove over the pavement in front of us, cutting us off. He went to grab the young hoodlum and his fake rapper friend. They were hauled off to jail. I made sure we left the area before any conversations or confrontations. I don't hate the police but don't care to deal with them. They have never been helpful. A can of red pepper spray is more useful, not that we are allowed to own and use them.

YOu can dramatize it.
Or assume that you are a spectator for the event, and write the proceedings as it is in direct tense.
Well, you could add something more to your question, and it is betweEn, not betweAn.

CONVERSION - The unlawful turning or applying the personal goods of another to the use of the taker, or of some other person than the owner; or the unlawful destroying or altering their nature.
When a party takes away or wrongfully assumes the right to goods which belong to another, it will in general be sufficient evidence of a conversion but when the original taking was lawful, as when the party found the goods, and the detention only is illegal, it is absolutely necessary to make a demand of the goods, and there must be a refusal to deliver them before the conversion will be complete. The refusal by a servant to deliver the goods entrusted to him by his master is not evidence of a conversion by his master.
The tortious taking of property is, of itself, a conversion and any intermeddling with it, or any exercise of dominion over it, subversive of the dominion of the owner or the nature of the bailment if it be bailed, is evidence of a conversion.

A conversion is a change.
A conversation is a dialouge between (spelt with two E's) people.
You record the words they used and dont forget to use quotes. Why do you think books have quotes around dialouge?
Conversation comes from latin conversus because ideally the speakers should take turns!
Look it up in a dictionary!
Read your English Grammar text book! Or Strunk and White!

Use speech marks and a separate line for each person talking. Or if I was writing a script the characters name line and so on.

don't make it all about dialogue, but describe also their expressions, movements, tones of voice and so on. In this way, other than the information in the dialogue you also give a sense of the atmosphere. find a good balance between dialogue and description

'What do you believe in?' asked the missionary in West Africa.
'The hidden magic of nature,' answered the witch doctor.
'Oh, no, my son. God created the world and sent his son to save us all from evil.'
'Have it your own way,' replied the witch doctor, 'but thanks for the trousers.'
