you can 1st send a mail or a real funny joke .. if he replies then too good. .. even if he doesnt you can just write a casual mail...
afterwards just see what he says or replies...then you can proceed....i do not think just saying that you like him straightaway without knowing him a bit is somehow not very convincing.. think about it..
it's upto you though..
