by overall weight (fat) loss
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

A lot of cardio will help you lose weight anywhere. Running and even kick-boxing or sparring will help you define your tummy muscles. The side twisting motion stretches and contracts the muscles as you use them. Another alternative which some people don't really like is Pilates. I find it to be a great workout that stretches your muscles as well as helps to give you a leaner look from head to toe. As for your cheeks (if you mean face cheeks) massaging your face as well as you neck will help improve circulation. Most people who have chubby cheeks however are just born with those features and have to learn to work with them. A healthy diet and a good workout routine is always a good routine to follow. I hope this helps! - Goodluck.

Theres no such thing as "spot reduction". There's no exact exercise for an exact place. It's just exercise in general. Try doing a variety of excerises when you go to the gym, and at least 30min total work out every day. For me, running helps me loose weight on my cheeks..and for my tummy, some abs will help. Oh and always stand up straight and not slouching. It helps your stomach look flatter

You do it by losing weight in general. Then you evaluate the result. There is no way you are going to lose specific areas despite what they say on TV about "belly fat" etc. If you do not like the result you will have to go for liposuction or plastic surgery. Food? You can see a dietitian if you do not know how to control calories because that is what it is all about. I lost 50 lbs in five months by drinking one can of Boost for breakfast and two each for lunch and supper, nothing else.
