ALL dogs are lactose intolerant. they are not human - they lack the enzyme needed to break milk down.
you should NEVER feed a dog cows milk. it can cause diarreah, cramps and stomach pain... a lot of milk can cause nutrition problems.
puppies need to be on their mothers milk, or puppy formula.. or puppy food. nothing else.
puppies in particular are sensitive to milk because it can cause vomiting and diarreah - and these things can kill a pup quite quickly.

He should only be fed on his mother's milk or (I'm assuming he's orphaned) puppy milk replacement formula. He won't have a problem with these - cow's milk is the only thing that will cause he problems if he's lactose intolerant.
If the puppy is having diarrhoea or any other problems, like he's not suckling properly, lactose intolerance is an unlikely diagnosis and he will need to be seen by a vet.

Try goats milk. It will work. You can buy it at any store, comes in a little can. It looks almost like the condensed milk.
