I never report people, except the ones that answer my questions with either "stupid question" or "REPORTED!!".
Yahoo has a nice category for those: "Not an answer".
However, I agree that it's a useful answer. My basic rule is: if I get 3 "stupid question" answers, I go out of my way to make the next question even more stupid.

It is impossible for a Question to be stupid, only a person can be stupid. Questions can be provably ignorant, but few are erudite enough to make that judgment. Questions can contain a sample of bigotry, meanness, and ill judgment.
The one thing a Question can never do is keyboard.

I would think that it would not be very useful. There are no stupid questions, just stupid answers. Just ignore those ribs, and look for real answers.
