An owner can only have 4 cars, but they can have as many drivers as they want. But it's usually one driver per car. Some teams have 2 or 3 drivers for 1 car and they share the ride during a season.

Good question and this is a big mis-conception. 4 cars can be out of 1 organization, but a person can own no more than 2 cars. If you look at the 48 for example, this car is listed to be owned by Jeff Gordon, which he does own a small stake in it, but it's under the Hendrick banner. Mark Martin was listed as the owner of the 17 until he sold his "shares" back to Roush. You can somewhat notice this if you look at the owner points standings. From a driver stand point, there is no limit.

Owners can field up to four cars. They can change the driver every week if they choose to do so, but they are only allowed to own four of the cars on track. The current exception is Jack Roush and Roush-Fenway Racing. They had five cars before the rule was made, so they were grandfathered their fifth car. However, before the beginning of 2009, they must be down to four cars like everyone else.
The four car limit was created to protect smaller teams against larger teams with more money dominating. Lately, however, that theory hasn't been working! HMS is definitely what I consider dominate!

Currently, the most is Roush with 5 teams. The rule is being put into place that the max will be 4 teams, I don't really recall for certain as it only affects Roush but I think by 2010 Roush has to be down to 4 teams.
