This is such a funny question to me. My husband and I have been teaching our dog to "whisper" now that he has mastered "speak." He is actually very good at whispering.
Regarding your question...I think that their vocal cords are able to hit notes that are outside human hearing but well within canine hearing. I'm sure they overhear a lot but probably don't really understand most of it.
