Border Collies always come up on top with the surveys, and after having a border collie/lab mix I must admit Border Collies or a mixed breed where border collie is "shall we say" the main part of the mix, a very SMART breed/mix. If you are looking for a very bright dog get a border collie mix and then you will have the intelligence with a comer, less hyper dog. Mixed breeds can be a much better match for the average person. Some individual breeds need so much individual attention for things that a mixed breed will just except love and attention.

Border Collie
Like many intelligent breeds, the Border Collie needs a job to do. If they don’t have a purpose in life or some kind of job, they will not be happy. Border Collies should definitely not be left at home alone all day, and if they are, they can become quite destructive. They need constant companionship, praise, and extensive exercise. So if you work and live in the city, a Border Collie probably isn’t the dog for you! Because of their legendary intelligence, Border Collies set the standard in competitions for such skills as agility, obedience, and of course, sheepdog trials.

EASY. The Australian Shepherd! What other dog can round up a frightened, wounded sheep and bring it back to the flock, that is sometimes over a mile away?
Border Collies have the same intellect, but if an Australian Shepherd is hyper, a Border Collie is MANIC!
Mine learned sit in a day, down in two days, and how to open the garbage can!

Border collies... German shepherds and shetlands are also pretty sharp.
Weimeraners are hunting dogs. Hunting dogs are not the smartest dogs out there.

No single answer.
A Malamute (my dog) would never reliably retrieve anything, and makes a poor off-leash and guard dog.
A German Shepherd could never pull a sled in -30 temps, while instinctively reacting to terrain and conditions, sometimes to the point of overriding the master's commands.
