nope, no way.. uh uh. find a private area, restroom, car... behind a tree if you're outside at a public function. A diaper has to be changed, but it's not ok for everybody to have to be exposed to it.

Great question. I have never thought about this from an etiquette standpoint. I live in Prague, Czech Republic. Have you ever been here by chance? If yes -- do you remember ever seeing a public restroom or any sanitary facilities around? For the entire downtown area, I can count them on one hand and I know where they are because I am a local. None have changing facilities, though, and in fact I know just one restaurant in the entire downtown area that has some sort of changing table in the ladies' room.
Generally we avoid it, but sometimes we HAVE to go downtown with my two-year-old. I would love to be able to take him to a changing room when he needs to get changed -- and he HAS to get changed, I can't just leave it there till we get home -- but as it is not feasible, I take him aside where there are not too many people and change him quickly. In addition to diapers and wipes, I also carry little plastic baggies in my diaper bag so I can wrap up the soiled diaper and wipes before tossing them into the trash. Not the most environmentally friendly solution and again, a changing facility like what is at IKEA would be perfect, but I think we are making the best of the situation.
I am inspired to translate and fwd this question and all answers to the Prague city council ... hopefully they will be inspired to do something, too.

I think that from an ettiquette, hygeine and safety stand-point, changing diapers in public is probably a big no-no. At the very least, parents should try to find a location out of the way, if a bathroom is not readily available. Others should not have to be subjected to the sights and smells of changing a diaper (of course, until the diaper is changed, it is likely that some may be subjected to the smells, anyway).
From a hygeine stand-point, in a best-case scenario a parent would wash their hands both before changing their baby's diaper to avoid any risk of spreading infection to their child, and after changing the diaper to remove any bacteria and to reduce the risk of spreading an infection to their child or to others they come into contact with. While a parent probably has baby wipes for this purpose as well, it would be more practical to have the change take place in a restroom.
And from a safety stand-point, with the ways of the world in today's society, I would be terrified to change a child's diaper out in full-view in public. You absolutely never know what others are thinking these days...

Just don't do it on the table or where people are eating. I have a 2 1/2 year old and although he is working on potty training as of recently he has starting drinking tons and then pees to the point it leaks through his pants so I have to change him. If he is somewhere with no bathrooms or private areas I just take him out to the car so unless people are purposely looking they wont see anything. It really doesnt bother me much when people change their kids in public being a mother myself but I understand some people are bothered so I try to be considerate.

i think it depends on the situation and place. i hate it when people are at some place like Chuck E Cheese and they start to whip a diaper bag out- gross!! i think that no one wants to see a baby's dirty diaper and that it is downright rude. i also feel though that in some instances it can't be avoided. for example at the park, if a person has no place to change their baby's diaper and they cant get privacy then you do what you gotta do... i just think that if people were more courteous then it would be better for everyone

Well, if a person thinks it's okay for other people to pee or poop in public, they would also think it's ok to change a diaper in public. I mean really, it's pee and poo and a naked bottom. There is odor. Hands need to be washed. I can't THINK of a situation when it would be in the realm of ok to change a diaper in public.

As long as it not at the tables in a restaurant, it is fine with me. If there is a restroom with a baby table in it, that would be the best place. If there isn't, then change the diapers. Who would want a baby to suffer.

I used to try to go to a more private place to change my kids' diapers.
There are so many perverts around, that you never know if they might be watching your actions while changing your baby's diaper.

no that's discusting. when i'm walking around i don't want to see a diaper full of smelly baby **** and the whole scenario is just messed up.
