I'm 16, in good shape, i do daily sit-ups, and push ups nightly. Since I will be getting a gym membership soon, which is better to build muscle better and quicker. Answers much appreicated. Thanks

for most there would be optimum stimulation of the muscle fibers with heavy eccentric training and a load around 75-80% of the 1RM. you want the time under tension is close to 60 seconds for each working set. so the rep tempo is 4-0-2, 4 seconds to lower the weight, no pause and 2 seconds on the concentric portion of the lift. each rep takes 6 seconds to perform so 8-10 reps to achieve the TUT of 60 seconds.

also remember that the diet determines the size of the muscles not the loads used to stimulate them. you need a caloric excess in the diet for muscle growth to occur. if you are making gains of muscle mass in one body part and not another then the problem lies in your training or recovery period

In order to build arm muscle or "get big" you need to do your max rep as many times as possible(which shouldn't be a lot). Of course warm up is important so you need to be doing less reps with more weight.
If your goal is to be toned you need to work with lighter weights and lots of reps with shorter rests then the getting big workout(between reps).
It's best for you to do either plan every other day to give your muscles time to rest/heal.

To build muscle you need to work with heavier weights and fewer reps - but you also need to fatigue the muscle. Give your muscles a day or two to rest and do the same thing over again. You should notice a definite increase in your muscle size within about two weeks.
