I live in Oklahoma and checked the childcare website but it didn't really say what it takes to get a star and what is the best 1,2, or 3

The higher the stars the better. The national stars rating system for daycares goes from 1-5 with 5 being best. One star means the facility meets minimum licensing requirements. A two - five star rating means the facility has voluntarily met higher program standards, higher staff education levels, and a better history of compliance with state regulations.
